I've tried this and it seems to only work on older elevators. Now they have the fireman's panel (blegh)
I can never tell if this works. BUt.... my wife just gave birth in manhattan in a busy hospital. Whenever I was alone I would try it . It seemed to work everytime. I wouldn't do it if someone else got in...
I've done this before, but never in a building with more than 10 floors - so it's entirely possible that nobody was waiting for the elevator in these smaller buildings.
Worked for me, but then again I had the special service key from work. ;)
